Founded in 1990 by Mark A. Boggs, Boggs Environmental Consultants (BEC) has emerged as a leader in the environmental consulting industry providing technical support to local, state and federal government agencies, as well to the public and private sectors.

As a privately owned and operated organization, BEC understands the importance of personalized and professional support and services. As a result, our reputation precedes us when it comes to our commitment to regulatory requirements, as well as to exceed client expectations for quality of service, performance, reliability and value.

With offices in Maryland and West Virginia, BEC has supported private, federal, state and local government clientele throughout the entire United States over the last 30 years. BEC strives to provide practical and problem solving approaches that get projects through regulatory compliance.

Mark Boggs

Owner/Founder
A native of Columbus, Ohio; Mark spent his formative years growing up in Linden, West Virginia. Mark began his environmental career in 1985 after graduating from West Virginia University with a BS in Chemistry. In 1990, Mark founded BEC with “Scientific Rigor is the Standard Operating Procedure” as his foundational promise to providing the highest level of quality service to BEC’s clients. As President/CEO of BEC, Mark leverages over 30 years of experience and enjoys a hard-earned reputation for his dedication, knowledge, and professionalism in providing service and demanding quality on projects big and small.

In his free time Mark is heavily involved in local West Virginia University alumni chapter activities and served as the Mountaineer in 1984. Mark is also passionate about animal welfare and to that end serves and support many local organizations with his wife to promote this cause.

Ricky Robinson

Vice President
A native of Martinsburg, West Virginia. Ricky began his career at BEC in 2007 after graduating with a BS in Environmental Resource Management from Shepherd University. Currently serving as BEC’s Vice President, Ricky oversees all day-to-day operational duties, field activities and project scheduling. His career encompasses over 15 years of environmental science and engineering services for private, local, state, and federal agencies.

In his free time Ricky enjoys golfing, the outdoors and various activities with his wife and two children.

Andy Hanson

Project Manager
Originally hailing from Anchorage, Alaska; Andrew Hanson began his career at BEC in 2008 after graduating from the University of Alaska Anchorage with a focus in Biological Sciences. Andrew’s career encompasses over 13 years of experience and he currently serves as a BEC Project Manager, where he oversees performance of hazardous materials inspections; hazardous material remediation oversight; and building surveys for hazardous construction materials including lead-based paint, asbestos, mercury, polychlorinated biphenyls, mold, and biological contaminants. Andrew also currently holds Council-certified Indoor Environmental Consultant (CIEC) certification.

Andrew is a veteran of the United States Marine Corps and in his free time enjoys smoking meats, brewing beer, constructing things and other various activities with his wife and dogs.

Derrick Klein

Project Manager
A San Francisco, California native; Derrick began his career at BEC in 2014 after graduating from Washington State University with a BS in Environmental Sciences. Derrick currently serves as a BEC Project Manager where he oversees performance of hazardous material remediation oversight; hazardous materials inspections; contract administration and building surveys for hazardous construction materials including lead-based paint, asbestos, mercury, polychlorinated biphenyls, mold, and biological contaminants.

In his free time enjoys watching WSU sports, spending time outdoors and other various activities with his girlfriend and dogs.

Bill Warfel

Principal Environmental Scientist
A native of Salt Lake City, Utah; Bill began his environmental career in 1980 after graduating from the University of Utah with a BS in Park Planning & Resource Management. Bill began his career with BEC in 2014 and leverages over 30 years of experience serving as BEC’s Principal Environmental Scientist. Bill has conducted and managed hundreds of Phase I and Phase II Environmental Site Assessments (ESAs) that include the evaluation of the presence or absence of environmental conditions in accordance to the current ASTM E-1527 standard. Bill also has conducted numerous compliance audits of environmental regulated activities such as RCRA hazardous waste, treatment storage and disposal facilities (TSDFs), wastewater treatment ponds, NPDES permits (discharges to surface water), air emissions, USTs, SARA Title III notifications, and industrial wastewater discharges to local POTWs to identify and evaluate compliance status with permits and/or Federal, State, or local environmental regulations. Bill also currently holds State of West Virginia Land Remediation Specialist (LRS) certification.

In his free time Bill enjoys playing the guitar and various other activities with his wife and two sons.

Garrett Kehler

Environmental Scientist
A Frederick, Maryland native, Garrett began his environmental sciences career with BEC in 2009 after graduating from Mount Olive University with a BS in Environmental Sciences. Garrett’s career as BEC’s staff Environmental Scientist encompasses over 12 years of experience working in the environmental services industry and has been involved with many different types of projects to include hazardous materials inspections, hazardous materials remediation projects, environmental health and safety, Phase I, II & III Environmental Site Assessments (ESA’s), contract document generation and project oversight for private, local, state, and federal agencies.

Garrett enjoys attending live music venues, spending time outdoors, smoking meats and various other activities with his wife and dog in his free time.
